Program Manager Neonatal Services - Perinatal Admin

Summary:

Develops and leads nursing neonatal initiatives for the CHRISTUS location. The Program Manager works in conjunction with the Neonatal Medical Director to oversee neonatal practice in the facility. The Program Manager also works with regional clinical leaders in the community (through the Regional Advisory Council-RAC) to lead the development and implementation of clinical strategies, policies, and practices throughout the Region and align them with CHRISTUS Health System which are guided by High-Reliability Principles, to achieve nursing standardization, evidence-based practices, operational excellence, and optimal patient care performance. Establishes effective strategies for service line initiatives, education and competency, physician collaboration, integration, outcomes, and resource utilization with the goal of increasing service line growth, efficiency, compliance, safety, and patient experience.

Responsibilities:

  • Meets expectations of the applicable OneCHRISTUS Competencies: Leader of Self, Leader of Others, or Leader of Leaders.
  • Participates in planning the service line vision and strategy as well as the development, implementation, communication and promotion of the strategic plans.
  • Co-Chairs the facility’s Neonatal Quality/Oversight & Operations Committee(s) along with the Neonatal Medical Director.
  • Responsible for ensuring all core neonatal functions and the facility’s Neonatal Program Plan are followed and performance indicators are in compliance with benchmarks and standards; if not, formulates a plan to be on track. Provides support and direction to ministries when indicators are not meeting targets to ensure successful corrective action.
  • Acts as a subject matter expert or identifies appropriate contributors to consult on the development and implementation of evidence-based neonatal nursing policies/procedures/standards of care relative to patient care, safety, and stewardship of resources.
  • Monitors progress of action and strategic plans and manages approved deviations from plan.
  • Manages resource forecasting for business and financial resources determining gaps in resources, skills or training and develops strategies to fill those gaps.
  • Provides ongoing leadership and training to ensure that team members are focused, committed, and capable of producing expected results.
  • Assists in establishing and implementing System policies, procedures, and standards.
  • Provides effective oral and written communications to staff to facilitate understanding, ownership and accomplishment of goals and objectives.
  • Demonstrates strong interpersonal skills, possesses good negotiating skills and promotes teamwork; monitors team member feedback to ensure effectiveness of communication and understanding of organizational direction and expectations.
  • Establishes and monitors department quality objectives, milestones and benchmarks.
  • Develops and implements effective tools to measure performance against these standards and to document and regularly report on the current status of projects and routine assignments.
  • Leads in the establishing of departmental programs, which promote and emphasize the commitment to exceptional neonatal care.
  • Must have a high level of interpersonal skills, tact, and diplomacy in order to deal effectively with a wide variety of internal and external stakeholders.
  • Must be knowledgeable of health care professional education and continuing educational requirements.
  • Must have strong knowledge of clinical care processes across all nursing clinical disciplines in the continuum of care and demonstrated expertise in the application of clinical technology to these processes, as well as maintain up to date and evidenced based practice.
  • Must have knowledge of computer programs such as Microsoft, Excel, PowerPoint, and Access.
  • Must participate in ongoing staff and team-based education/simulations and training in the care of the neonatal patient.
  • Regularly and actively participates in the neonatal care at the facility where their program manager services are provided.

Job Requirements:

Education/Skills

  • Bachelor of Science in Nursing required.
  • Presentation and communication skills required.

Experience

  • 5+ years of clinical experience in neonatal nursing required.
  • Experience leading unit/facility initiatives preferred.

Licenses, Registrations, or Certifications

  • Registered Nurse in the state of employment or compact required.
  • Certification in Neonatal Resuscitation Program required.

This individual interfaces directly with MSMC Departments, Administrators, Nursing, Medical and Quality Leadership, and Clinical Staff, managing the educational and operational impact of all clinical care delivery, staff performance, and outcome measures to support clinical practice. Responsibilities 1. Oversees clinical operations within the program, using data and fact-based problem solving techniques to improve processes and outcomes. Ensures that all clinical initiatives run according to institutional and departmental policies and in accordance with any government or regulatory requirements as applicable. 2. Recruits, orients, trains, coaches, counsels, mentors, disciplines, and evaluates staff in accordance with all internal policies and procedures. Communicates values, strategies, and objectives of department or division on a regular basis. Assigns accountabilities, delegates tasks and responsibilities, and plans, monitors and appraises job performance. 3. Develops, maintains and reconciles departmental budget with financial responsibility and oversight for department or division. 4. Plans, develops, and/or maintains departmental standard operating procedures. Regularly reviews policies and procedures and makes changes, or recommends changes to superiors as necessary. 5. In conjunction with Nursing, Medical and Quality Leadership, coordinates educational and performance improvement activities within a designated clinical specialty. 6. Develops and designs of action plans to support clinical performance and competency and provides support and educational resources to departments and services relative to nursing care delivery within the context quality assessment and improvement processes. 7. Establishes and implements short and long term goals, objectives, policies and operating procedures for high level of performance in nursing care delivery. 8. Coordinates and leads in the execution of day to day educational program activities, as appropriate to program objectives and areas of clinical expertise. 9. Oversees the collection, compilation, and analysis of clinical program activity data to evaluate clinical performance and competence. 10. Provides technical assistance, resource services, consultation and education to clinical specialty service relative to orientation, ongoing assessment of competency and performance improvement activities. 11. Serves as a clinical role model and resource to the nursing staff. 12. Prepares reports and analysis associated with orientation of new hires, ongoing competency and evaluation of staff performance and identification of related outcome measures. 13. Provides timely status reports of results of assignments including identification of patterns and trends that require actions. 14. Collaborates with other members of the health care team in the development, implementation, and ongoing review of policies, procedures, and standards of care for designated patient populations. 15. Demonstrates knowledge of hospital, departmental and care center standards, policies, procedures and guidelines as well as regulatory agency standards. Assures readiness for Joint Commission and other agency surveys and presents related programs during Joint Commission and other agency visits. 16. Participates in daily activities that reflect budgetary constraints and incorporates financial principles into program development and allocation of resources. 17. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies. 18. Participates in the performance appraisal process of designated Nursing staff. Qualifications Master's Degree in Nursing is required. NP Certification in specialty area preferred. 5 years directly related experience (some supervisory preferred) New York State License with current registration as a registered professional nurse. Certification in specialty area preferred.
