Program Director of Behavioral Health (LCSW or RN) – Clarksville, AR

 

Horizon Health Corporation is seeking a Program Director of Behavioral Health (LCSW or RN)  to oversee the Behavioral Health Program Johnson Regional in Clarksville, AR. This inpatient psychiatric unit has a total to 20 geriatric beds. The Behavioral Health Director provides strategic, clinical, and operational leadership for behavioral health services across the organization. This role ensures the delivery of high-quality, evidence-based behavioral health care that is compliant with regulatory standards, financially sustainable, and aligned with organizational goals. The Director is responsible for program development, staff leadership, quality outcomes, and integration of behavioral health services within multidisciplinary care models.

The Behavioral Health Director is responsible for the maintenance of the Horizon Health/Client hospital contractual relationship(s) and in coordination with the client, the overall administration of patient care for the Program.  Included in these responsibilities are: 1) the development and maintenance of a high-quality treatment program; 2) the development and implementation of a comprehensive community relations program; 3) strategic planning, program administration, and development; and 4) He/she contributes to the program nursing and hospital through commitment to nursing goals and the supervision of clinical staff.

Clinical & Program Leadership

  • Provide clinical oversight for behavioral health programs, ensuring patient safety, quality outcomes, and evidence-based practices
  • Develop, implement, and evaluate behavioral health services, programs, and treatment models
  • In coordination with the Hospital, Ensures compliance with federal, state, and accrediting agency regulations (e.g., CMS, Joint Commission, state licensing agencies)
  • Collaborate with medical, nursing, and ancillary leadership to integrate behavioral health services across care settings
  • Directs departmental staff involved in multidisciplinary teams to address process improvements involving patients, employees, other customers or teams appropriately
  • Defines the philosophy, goals and objectives of the treatment program under the direction of hospital administration, Horizon’s clinical and operations staff and in conjunction with the Medical Director
  • Works with divisional and national support staff to ensure that the client hospital realizes maximum value from Horizon services

Operational & Administrative Management

  • Oversee day-to-day operations of behavioral health departments, including inpatient, outpatient, and/or community-based services
  • Develop and manage departmental budgets, including staffing models and resource allocation
  • Analyze performance metrics, patient outcomes, and utilization data to drive continuous improvement
  • Lead initiatives related to access to care, patient flow, and care coordination

Staff Leadership & Development

  • Recruit, hire, mentor, and evaluate behavioral health clinical and support staff
  • Promote a culture of professional growth, accountability, and interdisciplinary collaboration
  • Ensure appropriate staffing levels, competencies, and licensure requirements are maintained
  • Support staff education, training, and competency validation

Quality, Safety & Compliance

  • Lead quality improvement initiatives focused on patient outcomes, safety, and patient experience
  • Respond to regulatory reviews, audits, and corrective action plans
  • Ensure compliance with ethical standards, patient rights, and confidentiality requirements

Strategic Planning & Community Engagement

  • Participate in organizational strategic planning related to behavioral health services
  • Identify opportunities for service expansion, partnerships, and program innovation
  • Represent the organization in community, professional, and regulatory settings as appropriate

Qualifications

  • Bachelor of Science in Nursing (BSN) or Licensed Clinical Social Worker (LCSW) required

Responsibilities INTAKE CLINICAL ASSESSOR- NIGHT SHIFT- $10,000 SIGN ON BONUS- SHIFT DIFFERENTIALS Horizon Health is seeking an Intake Clinical Assessor for our BRAND NEW unit called Altru Behavioral Health Center in Grand Forks, ND. This is a 24 bed inpatient psychiatric unit for adult and pediatric patients. The Admissions Clinician provides assessments to assist the physician in identification of appropriate level of care for potential patients. The Admissions Clinician is the initial contact with referral sources and potential patients, coordinates the referral and intake process, facilitates the admission process and maintains communication with referral sources, families, patients and unit staff. The Admissions Clinician is responsible for the verification and prior authorization of insurance benefits as needed. RESPONSIBILITIES: Answers telephone using the appropriate greeting and attempts to obtain all pertinent clinical, demographic and insurance information from the caller to determine caller’s needs. Performs telephonic risk screening to determine level of suicidality/homicidality with caller in crisis. Demonstrates knowledge of admission criteria for inpatient and outpatient levels of care and is able to recommend appropriate service recommendations for each individual. Provides referral recommendations to appropriate resources whenever a caller is not appropriate for services Schedules assessments with potential patients and referral sources and explains the assessment/admission process. Promptly greets patient and family upon notification of their arrival. Informs patient and family of evaluation and admission process. Conducts walk-in and scheduled assessments, coordinates with the reviewing psychiatrist, and makes appropriate clinical recommendations for the individual seeking care. Conducts assessments for pre-accepted patient transfers (direct admits) coming from hospitals and other approved referral sources. Identifies potential problematic disposition cases, including placement problems, medical needs or developmental delays, and seeks supervision prior to acceptance. Accurately and thoroughly enters information into the electronic medical records system in accordance with departmental protocol. Accurately and thoroughly reviews and completes all admission paperwork, ensures patient signature on all required areas. All information is reviewed with patient in an understandable manner with consideration of age and ability. Demonstrates knowledge of voluntary admission and involuntary procedures for court commitment. Coordinates and arranges for emergency medical or psychiatric care in the event a patient is medically compromised or if we cannot accommodate the patient; completes Memorandum of Transfer form accordingly. Makes appropriate referral for alternative level of care or notifies referral source for follow up if patient is determined not to be appropriate for admission. Completes referrals and Crisis Safety Plan for patients being referred out. Documents in a clear, concise, and timely manner. Utilizes appropriate terminology in documentation. Exhibits excellent customer relations skills as evidenced by supportive and constructive communication with all contacts including coworkers, patients, visitors, families and referral sources. Promotes a safe work environment for self, patients and coworkers by complying with environment of care, safety, infection control and universal precaution guidelines.
