DEFINITION

 

Under general supervision, learns to plan and conduct a variety of public health clinics and services; provides basic nursing, educational and health counseling services in connection with the control and prevention of disease and adverse health conditions; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

 

This is the entry level classification in Public Health Nurse series, responsible for performing the more routine tasks and duties assigned to positions within the series. Assignments are generally limited in scope and are performed within a procedural framework. This is the first working level classification for persons with requisite public health nursing certification, but limited public health nursing work experience. This classification is distinguished from the Public Health Nurse II in the latter is the journey level of the series, with responsibility for independently performing the full range of assigned duties.

  • Learns the performance of Public Health Nurse assignments and services.
  • Conducts physical examinations.
  • Assists with diagnosis and treatment (by protocol) of certain diseases. 
  • Learns to investigate and interview patients to determine health needs.
  • Acts to obtain treatment for ill patients. 
  • Learns to search for unreported or missed cases of communicable diseases and give instructions in their prevention and care. 
  • Assists with the operations of clinics and satellite immunization sites assessing and providing immunizations and family planning services.
  • Serves as a patient advocate to assist patients with attaining optimal health care.
  • Learns to coordinate health care between patients and care providers. 
  • Learns to assess, screen, and provide intervention strategies to high-risk individuals and families in clinics and home visits. 
  • Learns to instruct parents on child safety, growth, and development and screen for signs of abuse, poor nutrition and failure to thrive.
  • Reports abuse of children, elderly or the disabled. 
  • When requisite experience is obtained, acts as "on-call" nurse to receive referrals and provide information. 
  • Performs case management as assigned. 
  • Screens for tuberculosis by giving and reading skin tests, providing medications and education. 
  • Participates in patient meetings for "special needs" children. 
  • Learns to make public presentations on health issues and needs. 
  • Documents treatment given and medications in patients' charts.
  • Keeps statistics on a variety of communicable diseases. 
  • Teaches prenatal care to expectant mothers. 
  • Learns to work cooperatively with County departments, state and federal agencies and with community groups on local health issues.
  • Provides education counseling and screening for AIDS. 
  • Draws blood samples to determine deficiencies or assist with disease diagnosis. 
  • May make home visits as needed.
  • Meets with health care providers to recruit their participation in health programs.
  • Participates in family planning and other department programs.
  • Participates in Targeted Case Management (TCM) and Medi-Cal Administration Activity (MAA) services.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move object weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, and fax machine.

TYPICAL WORKING CONDITIONS

Work is usually performed in an office or clinic environment or in private home setting; exposure to communicable diseases; continuous contact with staff and the public. Incumbents may be required to drive to remote areas of the County in all weather conditions.

Training and Experience

Any combination of training which would likely provide the required knowledge and experience is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education and Experience

Equivalent to a Bachelor’s degree in nursing from an accredited college or university;

OR

Graduation from an accredited nursing program with a minimum of five (5) years of experience, some nursing experience in a public health setting is highly desirable.

SPECIAL REQUIREMENTS

  • Possession of a valid license as a Registered Nurse in California and a Certificate as a Public Health Nurse issued by the California State Board of Registered Nursing.

  • Possession of an appropriate, current, and valid California Driver's License issued by the California Department of Motor Vehicles.

Clinical Coordinator/SCU Charge RN (32 hours per week)

Overview This position is responsible for the daily work and work flow within the Surgical Care Unit (SCU). The Clinical Coordinator/SCU Charge RN supervises the nursing staff in coordinating schedules, nursing assignments and patient care in the preoperative and postoperative phases of surgery from preadmission through discharge. Responsibilities Daily staffing: Assigns nursing staff according to caseload, types of surgery cases, and staffing needs in accordance with Title 22. Knows the strengths of each staff member and works to provide ongoing training and mentoring as needed to bring all staff to similar levels of expertise in both the pre and post op care of surgery patients. Assigns and gives breaks and lunches. Steps in to assist when needed in all areas when there are sick calls or emergencies. Creates and maintains the six-week work and call schedule; coordinates with staff to insure accuracy and fairness. Maintains accurate daily and monthly checks for department: assigns daily check-offs including glucometer, crash cart, and others per unit policy. Responsible for overseeing the maintenance, restocking as needed, and outdates for crash cart, Malignant Hyperthermia carts, and Broselow carts Surgery daily flow: Leads and coordinates the inflow and outflow of patients; watches for delays of surgery and communicates to team and patient/family, as needed. Must maintain sight of the 'big picture' each day and make adjustments to room and nurse assignments as necessary. Keeps staff informed throughout day and conducts a daily huddle as needed to review the day and challenges. Communicates with anesthesiologists and surgeons concerning timing, delays, and any changes to the daily schedule. Overview The Nursing Supervisor has 24/7 Administrative and Operational responsibility for the organization. They perform under the authority of executive leadership. Overview SCU (Surgical Care Unit) RN is responsible for the preoperative preparation and recovering of all surgical patients. Responsible to act as an integral team member and keep patients moving through the unit in a safe, efficient, and timely manner. Able to apply critical thinking skills throughput the surgical continuum for each patient under their care. Skilled in post anesthesia recovery care of patient undergoing various types of procedures with different combinations of anesthesia. Responsibilities Opening and closing unit- turn lights on in Waiting Room, unlock front door, remove keys from Pyxis to unlock cabinets, prints daily schedule, gets charts out of cabinet and puts them in order. Checks each patient bay- Suction, airways, ambu bag, O2 tank. Performs QC glucometer. Assigns rooms for patient arrival. Prints H&P 's, orders labs and EKGs where appropriate. Proactively directs the patient plan of care from admission to discharge. Admits and assesses each patient in a timely manner. Follows hospital policies and procedures for patient and procedure verification including all necessary preoperative checks prior to patient going into surgery. Charts allergies and fall risk. Draws labs prn, starts IV prn, notes required documentation on chart and verifies accuracy and timeliness. Gives pre-op meds as ordered. Notes Physician's Orders. Records all medications given on the electronic health record. Provides comfort measures as needed. Safely logs patient belongings and whereabouts. Maintains good communication with patient and family, communicating wait times, delays, etc. Provides education to patients and family both pre-operatively and upon discharge in a manner that its easily understood. Ensures that case management referrals, if any, are completed prior to discharge. Works with Case Management and Social Services as necessary. Calls in prescriptions prn.Provides safe recovery from anesthesia and documents the recovery process. Demonstrates excellent patient assessment skills to initiate immediate post op plan of care. Notifies Anesthesia and the Surgeon of any untoward events during the recovery phase. Uses the Chain of Command as appropriate. Continually monitors patient condition. Asks for help when needed. Documents full assessment of patient according to procedure performed. Promotes a safe environment of care and culture of safety.
