Duties & Responsibilities

Purpose of Position:

Under direction of the Chief Nursing Officer, with the broadest scope for the exercise of independent initiative and judgment, organizes, directs, coordinates and evaluates the nursing service and nursing education programs of a health care setting or diagnostic and treatment center; performs related tasks.

Essential Duties And Responsibilities

  • Develops, establishes and implements the philosophy, objectives, policies and standards of the Nursing Department.
  • Organizes the Nursing Department to delineate authority, functional responsibilities and lines of communication. Coordinates functions of nursing services with other disciplines, collaborates with administrative staff, other department staff and representatives of allied groups in planning services.
  • Determines staffing requirements in relation to patient care standards and develops procedures to maintain an adequate, competent nursing staff.
  • Maintains a system of continuing evaluation of nursing service provided for patients.
  • Maintains up-to-date policy procedure manuals for all nursing units and evaluates their effectiveness.
  • Establishes an effective system of clinical and administrative nursing records and reports.
  • Directs the preparation of the personnel, equipment and supply budgets for the Nursing Department.
  • Directs the development and implementation of orientation, training and continuing education programs for nursing personnel.
  • Initiates and participates in studies and research projects. Utilizes findings to improve patient care and administrative services.
  • Plans for and coordinates use of clinical facilities by colleges and other agencies for nursing education purposes.
  • Participates in the development of policies and health programs for the health care setting and System policies and programs involving nursing.
  • Develops and maintains sound relationships with the community, labor and professional groups in developing nursing programs and policies.
  • May serve as a consultant for the System for the overall nursing practice, service and education programs; conducts related studies and directs projects, provides leadership in Central Office in the development, coordination and evaluation of System’s central and health care setting nursing services, practice and education programs.
  • Attends community conferences and committee meetings with administrative, Medical Board and department heads.
  • Conducts and chairs staff meetings and working committees with all levels of nursing personnel.

Minimum Qualifications

  • Licensed and currently registered to practice as a Professional Nurse in New York State; and,
  • A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,
  • A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.

Department Preferences

  • Develop and review metrics that lend to the growth of the CHHA and management of staff productivity and work performance.
  • Hires, trains and develops staff based on the growth of the program and operational needs of the organization.
  • Oversees the daily functions and activities of the CHHA Nursing Service Delivery team.
  • Liaises with acute and post-acute care discharge planning teams to ensure transition goals for patients are met.
  • Thinks strategically in planning for referral sources, patients and the home care department to improve on the quality of care being rendered.
  • Assures adequate supply of qualified staff based on operational needs and productivity targets. Assists with recruiting, hiring and orienting all clinical staff.
  • Provides one to one mentoring and education to direct reports as needed.
  • Provides adequate opportunity for education and ensures that all staff meets mandatory educational and in- service requirements on a timely basis.

Years Of Experience

  • Minimum of 3 years high-level responsible experience in nursing administration
  • Minimum three 2-3 years of experience in home care
  • Minimum of 1 to 2 years’ experience in an acute care or in- patient post-acute care setting.
  • Minimum 1 to 2 years’ experience in discharge planning preferred.
  • Minimum 1 to 2 years’ experience in business development preferred.
  • Previous experience using various computer/mobile software applications: i.e., Outlook, Word, Excel, PowerPoint, Visio, OneNote.

Knowledgeable In

  • Demonstrated knowledge regarding Federal, State and local regulations and JCAHO standards for Home Care.
  • Excellent verbal, written, organizational and analytical skills.
  • Previous experience using various computer software applications: i.e., Word, Excel, Access, etc.
