Nurse Manager - Labor and Delivery

Location: Main Hospital Bldg - 3rd Floor PRIMARY PUROOSE Responsible for the daily management of assigned unit to include staff supervision and development, planning, budget, quality, and facility operations and coordinating patient services to ensure high quality patient care and optimal outcomes. MINIMUM SPECIFICATIONS Education Must have a bachelor's degree in nursing. Experience Must have four years of professional nursing experience. Certification/Registration/Licensure Must have current, valid RN license or temporary RN license from the Texas Board of Nursing, or valid Compact RN license Must have current healthcare provider CPR course completion card from one of the following: American Heart Association American Red Cross . Skills or Special Abilities Provides care to assigned patient population in accordance with the current State of Texas Nurse Practice Act, established protocols, multidisciplinary plan of care, and clinical area specific standards. Responsibilities Responsible for managing daily unit activities to ensure high quality patient care and optimal outcomes. Communicates with physicians, social work and other department staff to promote integrated, effective care. Serves as patient advocate, follows up on patient care issues and outcomes, oversees/arranges discharge support. Documents and supervises unit/patient information including charts, surveys, reports, research, correspondence, statistics and quarterly reports to ensure efficient, accurate data. Selects, trains, supervises, motivates and evaluates assigned staff. Assesses patient needs and staff capabilities, scheduling staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Ensures assigned staff receive opportunities to further their knowledge. Serves as a role model and resource. Evaluates staff competencies and delegates tasks effectively. Directs staff meetings, interviews, trains, counsels and provides other personnel activities to ensure that clinical activities meet department and Parkland goals and mission objectives. Serves as a clinical resource, maintains skills and promotes staff development. Stays abreast of the latest developments, advancements and trends in the specialty area by attending seminars or workshops, reading professional journals, actively participating in professional organizations and maintaining Texas RN licensure. Integrates knowledge gained into current work practices. Serves as an educational resource for patients, families and Parkland staff. Responsible for maintaining Nursing Standards and Practices on the unit. Responsible for establishing and maintaining effective unit procedures. Develops and evaluates staff activities to promote knowledge of all rules, regulations, policies, procedures, laws and guidelines, including The Joint Commission, that impact the unit and ensures compliance. Collaborates with Directors, Quality/Risk Management and Nursing Administration. Maintains communication on hospital wide practices through committee participation. Responsible for a collaborative work team to ensure positive working relationships. Communicates effectively with physicians, students, and other departments such as Respiratory Therapy, Pharmacy, Environmental and Linen Services. Maintains good communication with other hospitals, government/regulatory agencies and community representatives. Responsible for performance improvement practices on the unit. Collaborates with staff, physicians, administration and risk management to evaluate and improve patient services. Identifies and analyzes the design of jobs, work processes and flows in the unit and implements appropriate changes to improve effectiveness, productivity and efficiency that support the overall goals of the department and Parkland. Responsible for effective facility management as measured by cleanliness, proper type, amount and functioning of equipment and overall environmental safety. Oversees timely and effective maintenance of equipment and rooms. Responsible for space planning, including renovations, capital repairs and acquisitions. Ensures informed use of department resources through clear policies including equipment, supplies, personnel hiring/training practices and service utilization. Develops and administers the annual budget (capital, operating and payroll) to ensure that the unit has the necessary funds to carry out established goals and objectives. Monitors charges and supplies, initiates orders, requisitions and supervises capital improvements. Develops, implements and evaluates unit annual goals and personal goals consistent with Parkland and Department mission and goals. Provides specific instructions on each patient’s selected birth control method. • Triage phone calls to clinicians as appropriate. • Reviews electronic practice management (EPM) and electronic health records (EHR) systems for any alerts for outstanding follow-up needs and advise patients of their follow-up status or discuss the clinician’s recommendations with the patient at each visit. • Maintains an awareness of clinic flow and visit cycle times and contributes to the efficient delivery of care by working with a sense of urgency to respect the time of patients and increase access to services. • Maintains discretion and patient confidentiality at all times, using appropriate guidelines on release of information. • Contributes to a culture of continuous quality improvement by reporting incidents timely and completing incident reports. • Understands and complies with regulations from all governing entities and health center protocols including but not limited to Patient Rights, Child Abuse identification and reporting, infection control, laboratory protocols, emergency evacuation, risk management, and Occupational Safety and Health Administration (OSHA) safety standards. • Performs the following front office duties as assigned: o Greets and directs guests appropriately and in a courteous manner that projects a positive image of PPGT. o Receives and directs phone calls, schedule appointments, check-in patients, obtain necessary patient information to file and update patient records, and ensure all forms and consents are completed by patients o Supports the check in or check out areas. o Places reminder phone calls for scheduled appointments. o Visually inspects visitors/patients and packages entering and leaving the health center. o Observes security cameras and grounds, secures building at end of shift. o Completes daily health center closing procedures such as preparing deposits and balances cash drawer. Strictly adheres to revenue handling policies. o Reviews method of payment and obtains insurance information as applicable. • Maintains laboratory, sterilization, temperature and cleaning logs. • Handles lab specimens per organization protocols and performs laboratory testing as required by Clinical Laboratory Improvement Amendments (CLIA) when ordered by the clinician. • Sets-up and cleans laboratory area and exam rooms including maintaining a clean, neat arrangement; collecting and washing instruments; properly disposing of all trash; maintaining medical supplies and equipment in examination and laboratory areas. • Attends and participates in health center staff meetings and huddles. • Completes employee training for handling of situations involving conduct that endangers the welfare of minors, including mandatory reporting requirements. • Accepts individual and joint responsibility for, and the efforts to achieve health center annual goals regarding number of patients served, patient waiting time, appointment show rate, accuracy in the execution and recording of patient payments, customer satisfaction etc. • Has unrestricted access to patient protected health information (PHI) on paper and electronic forms health records for purposes of treatment, payment, and/or healthcare operations. The use of a patient’s protected health information should be limited to information needed for the specific task that is being performed or requested by the individual patient. Disclosure of any patient information must be for purposes of treatment, payment or healthcare operation OR must be accompanied by a valid patient authorization. Responsibilities • Works in collaboration with the Interdisciplinary Team to assess the needs of the resident; Provides interdisciplinary schedule for MDS assessments and care plan reviews as required by governing agencies. • Ensures that the Interdisciplinary team makes decisions for either completing or not completing additional MDS, assessments based on clinical criteria as identified in the most recent version of the RAI User’s Manual. • Assist with coordination and management of the daily stand up meeting, to include review of resident care and the setting of the assessment reference date(s). • Complies with federal and state regulations regarding completion and coordination of the RAI process. • Monitors MDS and care plan documentation for all residents; ensures documentation is present in the medical record to support MDS coding. • Maintains current MDS status of assigned residents according to state and federal guidelines. • Maintains the frequent and accurate data entry of resident information into appropriate computerized MDS programs. • Completes accurate coding of the MDS with information obtained via medical record review as well as observation and interview with facility staff, resident and family members. • Other duties, responsibilities and activities may change or assigned at any time with or without notice. Qualifications • Graduate of an approved RN / LVN program and licensed in the state of practice, required. • Minimum of 2 years of nursing experience in a Skilled Nursing Facility preferred. • Excellent knowledge of Case-Mix, the Federal Medicare PPS process, and Medicaid reimbursement, as required. • Thorough understanding of the Quality Indicator process. Knowledge of the OBRA regulations and Minimum Data Set. • Knowledge of the care planning process. • Experience with MDS 3.0, preferred.
