Responsibilities The Heritage Oaks Patient Enrichment Center , more commonly known as the ‘HOPE Center,’ is a newly constructed, state of the art, 16-bed, Psychiatric Health Facility, serving the acute psychiatric needs of the community in concert with the Sacramento County Department of Health and Human Services.
